Below is a notable quote from Maui Rep Joe Souki in Richard Borreca’s column “Endorsements emerge after complicated dance” in the Star-Advertiser 8/31/10.

“ Half of your day is spent answering these questionnaires. They don’t just come from labor; they’re political ones like Grassroots Hawaii, the Catholic Forum, Office of Hawaiian Affairs”. It appears that Mr Souki thinks Labor is not political and OHA is. Labor uses member money to lobby, and it does so legitimately. OHA is a state agency and must not lobby or be partisan because they use state tax money exclusively. But Mr Souki says they are political. I think so too. He also misnames Grassroot Institute of Hawaii as Grassroots Hawaii and puts it in the political category. But Grassroot Institute is not a political organization and is careful not to enter any political arena because it is organized and authorized as an IRS 501c3 organization. It also will not accept government contributions. Thus, it is funded by voluntary contributions. OHA is funded by involuntary contributions (taxes) and engages in political activity. Without the tax money, OHA would stave to death.
